Haryana Government is committed to provide best of healthcare to its Employees, Pensioners & their Dependents; and to widen the scope of services, especially tertiary level healthcare, has taken private Medical Colleges/Hospitals on its panel. The services of such empanelled private health facilities may be availed by Haryana Govt. Employees, Pensioners & their Dependents vis-`a-vis Reimbursement, Cashless and Empanelment policies.

The empanelment of private hospitals with the State Government is being done as per the revised new empanelment policy dated 08.06.2017, wherein, an application form (Annexure- I) and consent to abide by the rules and implementation of 1340 packages (Annexure- II) have been prescribed.

The policy was further amended dated 20.03.2018; and 03.07.2019.

The empanelment of private hospitals is based on the following criteria:
1. NABH certification

      -Entry level
      -Full NABH

2. Scope of services: Single/Multi-specialty

3. No. of beds (Single Specialty Hospitals shall have a minimum of 10 beds, except Eye/ENT/Dental and Multi-specialty shall have more than 50 beds)

4. Registration under "The Clinical Establishment Act" (Mandatory for hospitals having more than 50 beds)

5. Registration under PMJAY Ayushman Bharat Scheme (Mandatory for hospitals having less than 50 beds)

6. Fulfilment of all applicable laws/rules/regulations and possession of necessary licenses/ registrations/ certifications; such as, Land & building Plan approval by competent Govt. Authorities, NOC for fire safety, NOC from Pollution Control Board (BMW Authorization Certificate & Consent to Operate), Lift Safety certification from Govt. Authority, License from FDA for sale of drugs/ possession of narcotic drugs, Approval for operating blood bank, Registration under the PCPNDT Act/ the MTP Act, AERB certification, etc.

7. Details of Manpower (Doctors /Paramedics, along with their registration with concerned councils)

8. Performance of each facility, for which empanelment is applied, over past 2 years.

9. Consent by private hospitals to abide by rules and regulations and implementation of 1340 fixed rate packages, any future addition of packages or amendment in the policy, etc.

Note: No physical inspection is carried out by Health Department.

Any application submitted by private hospitals for empanelment with State Govt. is scrutinized for above mentioned documents, if found appropriate, the proposal is submitted to State Govt.for approval; subsequently, orders for empanelment of the said private hospital are issued by DGHS.

Tenure:The tenure of empanelment of private hospitals is three years. However, the hospitals having Entry level NABH certification are empanelled initially for 1 year, with pre condition of submission of full NABH Certificate within one year, and in case the hospital submits full NABH certificate well within stipulated time, the empanelment of hospital is extended further for remaining period up to a total of 3 years. In case the hospital is unable to submit full NABH certificate, the hospital is de-empanelled automatically, without any prior notice. On completion of 3 years, the hospitals shall have to apply afresh.

All the private empanelled hospitals shall provide Cashless Medical Facility for the following six life threatening conditions:

  • CANCER STAGE 3rd and 4th
  • COMA
